Order 176 Inspection of Visitor Internal Network Access Permissions: Visitor Wi-Fi Prohibited from Accessing Internal Networks, Full-Optical VLAN Isolation Implementation

Enterprise campuses deploy visitor Wi-Fi to accommodate client visits and supplier communications while improving daily office convenience. However, blurred boundaries between visitor networks and office networks may create risk entry points for internal systems. Visitor devices can not only scan other terminals on the local area network, but also attempt to access shared files, OA systems and other business resources.

MOPS Ministerial Order No.176, Measures for the Supervision and Inspection of Cyberspace Security by Public Security Organs, took effect on October 1, 2026. Enterprises must attach greater importance to cybersecurity management, retention of user information and internet access logs, and technical safeguards against cyberattacks and intrusions. For campuses, besides visitor identity authentication, it is essential to check which network resources visitors can access after connecting, preventing permission out-of-control after authentication.

I. Connection to Visitor Wi-Fi Shall Not Serve as a Passport to the Enterprise Internal Network

1. Visitor and office terminals on the same network segment expose internal assets

To simplify deployment, some enterprises connect visitor Wi-Fi and office terminals to the same network segment, or merely set wireless passwords without effective access control. After connection, visitor devices may discover printers, file sharing services and other online endpoints via LAN scanning. If internal systems have weak passwords or unpatched vulnerabilities, attackers may further attempt unauthorized access.

Therefore, visitor networks should not only enable internet access; their access scope must be clearly defined: internet access is permitted, but access to office networks, server zones and other internal business networks is denied by default.

2. Identity authentication alone does not equal network isolation

Real-name authentication mainly addresses identification and recording of connected users, and cannot replace network isolation. Even if every visitor completes authentication, network risks remain if authenticated devices can communicate directly with internal terminals.

Especially with expanding campus services, the number of office PCs, surveillance cameras, access controllers, conference equipment and other terminals keeps rising. Without clear network zoning and access policies, unnecessary communication paths may form between visitor networks and other business zones, raising risks of lateral probing and attack propagation.

3. Lack of unified management over network boundaries leaves hidden dangers after rectification

In traditional networks, switches, wireless controllers and gateways may be maintained by separate personnel. Isolation rules for visitor networks are scattered across multiple devices. When adding APs, adjusting port configurations or expanding office areas, failure to synchronously verify VLAN and access policies may lead to configuration omissions.

For cybersecurity inspections, enterprises need to demonstrate not only management system enforcement, but also prove the effectiveness of isolation measures between visitor networks and internal businesses through network configurations, access control policies and necessary test results.

II. AINOPOL Full-Optical Networks Define Visitor Access Boundaries via VLAN Isolation

1. Divide network zones with VLANs to establish clear access boundaries

Leveraging the campus full-optical network architecture, AINOPOL divides network zones including visitor Wi-Fi, employee office networks, server zones, surveillance and access control networks based on business needs, and deploys corresponding access control policies on key nodes such as gateways and switching devices.

After connecting, visitor terminals are assigned to a dedicated visitor VLAN. In principle, they are only allowed to access the internet and authorized public services; office systems, internal servers and other protected business network segments are not open to visitors. For business-required access, such as visitor reservation systems or conference services, specific access rules can be configured separately instead of exposing the entire internal network.

It should be noted that VLAN is a logical isolation method. Actual deployment requires Layer 3 access control, gateway policies and necessary terminal isolation configurations to restrict cross-VLAN communication. Misconfigured routing or overly permissive access rules may weaken isolation effects.

2. Combine terminal access control to block unauthorized devices from entering business networks

After network zoning, control is required over which devices can access corresponding zones. AINOPOL adopts terminal whitelisting, access port binding and identity authentication to formulate access policies according to device types and business purposes.

For example, visitor mobile phones and PCs join the visitor network; office computers access the office network under employee permissions; surveillance and access control terminals are confined to their respective business zones. Even if unauthorized devices achieve physical network connectivity, they cannot directly gain access to internal business resources.

Combining network zoning and terminal admission management reduces risks from random cabling, misconnection and terminal overprivileged access. Network management extends beyond controlling physical access points to governing the actual access scope of devices.

3. Coordinate real-name authentication and log retention to build an auditable management chain

Visitor network isolation and internet behavior auditing must be deployed in tandem. AINOPOL leverages Dream Series security gateways and Portal authentication to deliver visitor identity authentication, internet management and log recording capabilities for campuses. Administrators can correlate visitor identities, terminal information, online/offline timestamps and relevant internet access records based on actual deployment for daily management and post-incident traceability.

On this basis, enterprises shall regularly verify whether isolation policies take effect: whether visitor terminals can scan office network devices, access internal servers, whether cross-VLAN communication complies with preset rules, and whether policy omissions emerge after adding new network nodes. Combining configuration audits and real connectivity testing helps detect and repair weak points in access boundaries promptly.

4. Build on full-optical networks to balance scalability and integrated Communication & Security construction

Campus network renovation should resolve immediate visitor isolation issues while reserving room for subsequent capacity expansion and security capability upgrades. AINOPOL full-optical networks transmit service access over optical fibers, allowing flexible extension of access points according to campus layout and reducing distance, space and maintenance constraints of traditional copper cabling.

Built on this foundation, drawing on coordinated authentication and logging capabilities of AINOPOL Dream Series Secure Optical Gateways, AINOPOL delivers the native integrated “Communication & Security” solution with full-optical infrastructure as the foundation, audio & video services as the engine, and security as the protective shield. Equipped with firewall functions including IPS, WAF and AV antivirus, it coordinates communication transmission and security protection. Data protection, access control and security management measures are configured according to business priority. For network zones involving R&D materials, operational data and internal business systems, authorization scopes and security policies must be further defined. Data security cannot rely merely on network connectivity or physical wiring.

The core of visitor Wi-Fi security management lies in identifiable identities, bounded access and traceable behaviors. In response to cybersecurity management requirements after Order 176 takes effect, enterprise campuses shall combine visitor real-name authentication, VLAN logical isolation, cross-network access control and log auditing, and regularly verify policy effectiveness. Coordinated deployment of AINOPOL full-optical networks and security capabilities balances convenient internet access for visitors and internal business security for enterprises.

FAQ

Q: Why are separate SSIDs for visitor and office Wi-Fi insufficient?
A: Different SSIDs only differentiate at the wireless layer. Without strict VLAN and ACL controls at the underlying network layer, visitor and office networks may still communicate within the same broadcast domain, resulting in superficial isolation with full underlying connectivity. True isolation must be implemented at the network layer.

Q: Can public security remote testing detect whether visitor networks can access internal networks?
A: Yes. Authorities can remotely test the reachable range of the visitor network segment via vulnerability scanning and penetration testing. If the visitor segment can reach core internal devices or access internal management ports, results will be directly reflected in inspections.

Q: Does full-optical VLAN hard isolation require separate policy configuration for each visitor?
A: No. The visitor network is configured with unified policies as an independent security domain. After connection, visitor terminals are automatically assigned to the visitor VLAN, which grants internet access and blocks access to the enterprise internal network by default. No per-terminal policy configuration is needed as visitor numbers grow.
